The United States has Green Button — a real standard, derived from NAESB and NIST work, defining how a customer’s energy usage and billing data moves. It has existed for over a decade. No federal rule compels anyone to implement it.

That single fact organises this entire report. The US averages 32.8 across sixty organizations, the lowest of the four energy markets, while holding the sector’s single highest score. Two organizations sit in Strong and thirteen in Minimal — and the thirteen are almost entirely the investor-owned utilities that bill most of the country. Duke Energy scores 3.5. Sempra 3.5. Every one of the bottom thirteen is false on all twelve agent-readiness dimensions.

Meanwhile Australia, in this same quartet, transplanted a statutory data right into energy and now leads the sector. The United States has the better standard, the larger market, and no obligation — and finishes last.
