Travel received consumer protection instead. ATOL has protected package-holiday customers since 1973, the Package Travel Regulations extended it to dynamic packaging, and the CMA secured undertakings from the major booking sites on ranking transparency and pressure selling. Every one of those instruments regulates behaviour toward consumers. None requires a machine-readable interface.
