About this paper

The contract lifecycle management segment publishes the fewest contracts in its own market. CLM sells a discipline — version your agreements, track their obligations, know when they change and who approved them. Scored on that discipline applied to its own interfaces, the segment comes last in legal and compliance on every column: 20.1 composite, 18.2% publishing a machine-readable contract against e-signature’s 55.0%, an agent-readiness of 6.0 against 20.9, 3.0% in the upper three bands, and an event surface described 0% of the time — in a segment whose domain is deadlines.

The second finding rhymes with it. The market that sells governance scores 9.1 on governance, with two-thirds of it at zero: no versioning policy, no deprecation window, no change communication for the interfaces its customers build against.

Neither is offered as a cheap irony, and the report gives the structural reason both times — CLM is sold through enterprise agreements and integrated once by a partner, and nobody has lost a deal over a missing OpenAPI. E-signature at the top of the same market is the control that proves it. That segment has an external forcing function the others don’t: eIDAS, ESIGN and UETA make an executed signature legally operative, so the artifact has to be verifiable — and it publishes at 55.0%.

Then the number that should stop an operator: idempotency at 0.7%, a third of the catalog rate, in a market where a retried request files a document twice, executes an agreement twice, or submits a regulatory report twice — and each duplicate leaves a record that is itself legally operative.
