About this paper
IATA is headquartered in Montreal. It authored New Distribution Capability — the standard the entire air industry has spent a decade implementing — and ONE Record for cargo. It runs the accreditation regime, the BSP settlement system, the ticketing resolutions and the PADIS code lists that every organization in this quartet depends on. It operates an Open API Hub.
Its own published surface scores 23.8, in the Emerging band, with no MCP server and no packaged agent skills. The OpenTravel Alliance — a volunteer non-profit in Florida with a fraction of the budget — scores 58.3.
That gap sets the tone for the market around it. Canadian travel averages 26.0 and nothing reaches the Developing band; six of nine organizations cluster between 18 and 29, uniformly under-published rather than unevenly published. There is no domestic exemplar to point at, no MCP server anywhere in the country, and no idempotency. An ecosystem cannot be more machine-readable than the body that defines its vocabulary.
