About this paper

Canada averages 28.9 across fourteen real estate organizations — the lowest of the four markets in this quartet, and the fifth consecutive sector in which Canada finishes last. Banking, payments, healthcare, insurance, real estate. At some point that stops being a coincidence about any one industry.

But the number is not the finding. The zeros are. Governance is 0.0 across all fourteen organizations — not low, a clean sweep. No versioning policy, no deprecation notice, no lifecycle commitment, no changelog anywhere in Canadian real estate. Three agent-readiness dimensions are unanimous zeros as well: no rate-limit contract, no event stream, and no idempotency mechanism anywhere in a market that transfers title. Every integration in this country is a guess about limits, against an interface with no stated stability, with no way to learn it changed.

Two structural findings run against expectation. Canada replaced America’s roughly five hundred MLSs with one national cooperative, and that consolidation produced a more legible listing layer, not a less legible one — CREA scores 41.9 against Realtor.com’s 7.9, and CREA adopted a RESO-shaped Web API voluntarily with nobody mandating it. And privatising the public record produced worse publishing than keeping it public: Teranet, holding Ontario’s land registry, scores 32.0 with an agent-readiness of 9.6, against Landgate’s 48.0 and HM Land Registry’s 59.5.

The upside is that no market in this study offers a cheaper route to leadership. Publish a rate-limit contract, an event stream and an idempotency mechanism and you are the only organization in Canadian real estate with any of the three.
