About this paper

Canada has been the same shape in every market I have scored: small, concentrated, federally supervised and provincially regulated, dominated by a handful of institutions, and thin exactly where a developer or an agent needs a contract. Canadian insurance is the most extreme case yet — the lowest-scoring insurance market of the four, with a ceiling held by a digital broker founded in 2019.

The federal regulator publishes a better API than any insurer it supervises. Manulife scores 8.3. And Canada is the only market in this study with a real, published, tiered insurance API certification programme — whose table lists the country’s largest P&C insurer as “Not Yet Rated,” and whose scope model sits behind membership. Canada built the scoreboard the rest of the world lacks and then made the substance of it unreadable.
