What eighteen Canadian energy organizations actually publish, scored — one province mandated Green Button, and the country's best API belongs to a utility nobody compelled.

Canada is the only market anywhere that lets you compare a mandated and an unmandated utility cohort inside the same country. Ontario made Green Button compulsory for its utilities by regulation. No other province did. Everything else — the grid, the regulator structure, the labour market — is roughly held constant.
The mandate produced less than expected. Ontario’s bound utilities cluster in Thin and Emerging, while the top score in the country belongs to Hydro-Québec, a Crown corporation under no data mandate at all, with an agent-readiness of 87.5 — the highest in the market by a wide margin.
The lesson is that not all mandates are the same instrument. Australia used a statutory data right and produced thirteen live consumer APIs. Ontario required adoption of an existing standard and produced three utilities publishing a specification someone else wrote, plus two more claiming a compliance that could not be verified from outside.
