Oracle publishes a first-party contract for every Oracle Cloud Infrastructure service: 161 documents, 7,918 operations, 158 services, all indexed in one machine-readable file. It is among the largest published API surfaces in the Fortune 1000, and until this report the catalog held six documents for Oracle covering fifteen operations — because the index, while entirely public, is invisible to any machine that does not execute JavaScript. Every ordinary discovery probe against docs.oracle.com returns a single-page-app shell.
The contracts are Swagger 2.0 with a versioned basePath and no host, since OCI endpoints are regional and published as a separate list per service. That is a deliberate multi-region design, and it means a generated client cannot call anything until a region is injected.
Set against that: Oracle’s applications business — Fusion ERP, HCM, CX, NetSuite — publishes no equivalent machine-readable surface. One half of this account can be integrated against a contract and the other half starts with documentation and a human. That distinction is worth knowing before the first technical call.
The demand side rests on 398 postings, a modest corpus by Fortune 1000 standards, and the report treats absence as a question to ask rather than a gap to assert. Every technology carries the number of postings it was found in and the term it matched on, so any claim can be checked or discarded.
